Phil is a finance and risk executive who specializes in value investment opportunities. He has broad experience in distressed company management, debtor in possession financing, and restructuring. He has proven highly successful in high-risk situations and workouts.
Phil is the former VP and Treasurer of Key Energy Services, the world’s largest rig-based well service company, and was the Treasurer of the operating subsidiaries of Parker Drilling Company, an international energy drilling contractor operating in 50 countries worldwide. Phil has served as a member of the Treasury Advisory Task Force of the Association of Financial Professionals (AFP) and as a member of the National Association of Corporate Treasurers. He is a Certified Treasury Professional (CPT) and has served as a member of the Zurich Insurance Energy Advisory Committee. Phil was elected by AFP as one of the top 300 financial professionals in the nation. He is a recipient of the Alexander Hamilton Gold Award for outstanding achievement in risk management. Phil got his MBA in Finance from the University of Utah and holds a Mechanical Engineering Degree from Oklahoma State University. Phil served in the US Air Force as a project engineer and aerodynamicist.
DOT and Regulatory Director
Phil is originally from Upstate New York where he was born and raised on a dairy farm. He moved to Oklahoma in 1979 and worked as Production Superintendent for an independent producer in the upstream sector of the oil and gas industry for 25 years. In 2004 he served the High Plains Technology Center’s Oil and Gas Training Facility in Woodward, Oklahoma. There he developed production training courses with a grant from the Department of Labor. Phil joined Pacer in 2006; he develops and maintains the Health, Safety and Environment (HSE) and Department of Transportation (DOT) programs for the company. Phil received his degree in Agricultural Engineering.
Director of Operations-Measurement, Fleet & Assets
Gary’s professional career began with Sunoco in Seminole, Oklahoma as a Terminal Manager. During his tenure with Sunoco Logistics, his responsibilities included terminal management, safety, crude oil purchasing and managing the P/L statements. After leaving Sunoco, Gary joined ChemTreat, Inc. in Nederland Texas as Bulk Manager. His responsibilities included the transportation of corrosive chemicals through-out the United States and Canada. Gary attended East Central University in Ada, Ok and then continued his education at Lamar University in Beaumont, Tx. Overall Gary has over 32 years of transportation logistics experience which include crude oil and chemical movement. Gary joined Pacer Energy Marketing in March of 2013 as Director of Operations-Measurement. Gary is married and is the father of 3 children.
